We all know that with each passing year there are more and more people living on Earth, technology and infrastructure become more complex, and the frequency and scale of man-made disasters steadily increase. Ideally, the reality of man-made dangers should trigger a commensurate social reaction, giving rise to collective protective mechanisms based on an analysis of the past, an assessment of the present and a prediction of the future. And as future threats and dangers are already now beginning to take shape, response measures for a safe and stable future existence must be urgently adopted and developed today.
